Solved! Set your output to 5.1, not 7.1 in the system settings (seen for Mint in the video at 0:19 where the mouse cursor hovery) and you get surround sound. Original description:

Quick video to show that currently, surround sound does not work in FNV using Proton on Linux Mint 20.2. My sound setup is shown at the beginning of the video.

In PulseAudio, I have disabled upmixing to the number of available channels (by default, PulseAudio will e.g. upmix stereo content to 7.1).

This is a completely fresh install of FNV, unmodded, all DLCs disabled, on a fresh Proton bottle that is completely untampered with.

The video also shows some audio glitching in the game: volume spikes occur in the front right channel when navigating the menu.
