As you can imagine, this was done on the PC version of FF8, in which Omega Weapon's level and stats are not fixed at their respective level 100 values but depending on the active party's average level. In fact, Omega Weapon's level can be as low as 7.

As I opted for choosing Rinoa (Lv. 11), being the most eminent damage dealer at initial level and with initial stats, Quistis (Lv. 8), who I chose for several ends and because she can achieve them much more reliably than Selphie, and Squall (Lv. 7), whom I chose solely to keep Omega's level as low as possible since Squall's Limit Breaks are basically useless in this scenario; and as Omega's HP are determined by HP = 101,000 + 10,100xLevel + 5x(Level)^2, I had to face a level 8 Omega Weapon with 182,120 HP and stats considerably lower than those it would claim at level 100.

When I started this challenge, I was endeavoring to defeat Omega Weapon by complying merely with the No Junction, Initial Level and Stats and the No The End restrictions while allowing both Rinoa's Invincible Moon and Phoenix for it seemed to me both would be necessary in order to accomplish this challenge. I had to realize though that I had therein been presupposing the erroneous assumption that preparation, strategy and perseverance would finally win this battle. Actually, however, it is all about luck. Not only does Rinoa have to decide not to use her dog as a cannonball that often but more importantly, Omega Weapon has to decide not to act at all that often, which it is, of course, quite reluctant towards, given its Speed stat, which is about three times as high as my characters'...

Eventually, I was lucky enough to witness a seeming miracle and Omega Weapon being defeated without having had to resort to either Invincible Moon or Phoenix.
I dare to doubt that this would be possible in the PSX version as well.
