Actually, I'm not currently living in Seongnam, when I saw reports about the recent ordinance passed to abolish the 'youth dividend' and 'youth basic income' programs, I thought this might be a sign of regression in our society.
The local currency is what our Congressman Jeon Hye-sook said earlier. I think it is almost the only solution in a so-called 'concentrated' and 'polarized' world. Just as a body's various parts need to be strong for overall health, if only the heart is enlarged and strong, how could anyone be a healthy person?
Most of you have likely used this local currency, and it has clear effects:
Firstly, it supports local neighborhoods.
Secondly, it aids the working class.
Thirdly, it benefits local regions.
The efficiency compared to the investment is greatly significant, as many of you have realized.
The problem is, if this local currency is abolished, we have to consider who would benefit from it.
The major retail chains would benefit the most. Secondly, credit card companies.
It raises fundamental questions about why a policy that benefits the community, and small businesses, and contributes to local balanced development in the most efficient way possible would be eliminated.
I believe there is a higher likelihood that this is not solely a policy decision but is influenced by political considerations.
The youth dividend system in Seongnam was a steppingstone to establish the local currency policy.
It wouldn't have gained traction just by saying, "We provide support for local currencies."
By integrating the youth dividend with local currency, expanding the local currency market, and allowing people to experience its effectiveness, the policy gained confidence and expanded nationwide.
If it were discontinued due to reasons like "Who proposed this policy?" or "Which party is associated with it?"
It would truly be dishonorable.
From the government's perspective on budget execution, when reviewing the efficiency within the executed budget, I believe that the budget for local currencies could be one of the most impactful policies despite its relatively small amount.
I have a strong attachment to this policy. Having been involved in public sector work and conceptualizing and executing various policies, I consider it the most prideful and effective one. It could eventually become a policy that spreads worldwide.
Even now, in reality, the policy is being widely benchmarked in foreign countries. They use expressions like "astonishing" to describe it.
Regarding the local currency budget, even last year when the current Yun Seok-yeol administration attempted to make a complete cut, our The Minjoo Party, starting from the party leadership, fought vigorously to secure only half of the previous year's budget.
