The CFO Act of 1990 requires all federal agencies to prepare auditable financial statements, yet the DOD has consistently failed to meet this standard.

The audit process itself is complex, involving multiple external firms working alongside the DOD's Office of Inspector General. Some audits even require security clearance due to classified information.
