A. Scope
1.Factory
• The Act is applicable to a Factory
• State Govt. makes rules on approval, licensing and Registration of Factories
2. Manufacturing Process
• A process of making, altering, repairing, finishing, packing, washing, cleaning ,demolishing or treating – any article or substance – with a view to its use , sale , transport, delivery or disposal
3. Worker
• A person – employed in any manufacturing process or cleaning any part of its machinery / premises
• Directly or thru any agency
• For remuneration or not
• With / without knowledge of principal employer
B. Health Aspects
1.Cleanliness
2.Disposal of wastes & Effluents, Dust & Fume
3. Spittoons, Latrines and Urinals
4. Lighting, Drinking water
5. Ventilation and temperature, Overcrowding
6. Artificial Humidification
C. Safety of Workers
1.Factory involving Hazardous Process
• Govt approval required for initial location of factory involving Hazardous Process - and also for expansion
2.Hazardous Process
Any process / activity in relation to an industry specified in the first schedule
3.Hazardous Substances
Disclose dangers / hazards to workers , implement measures to overcome such hazards
Lay down procedures for handling , usage , transportation, storage and disposal
Emergency and disaster control Plan for employees and people in the vicinity
Fire precaution. SAFETY officers
Publicize the measures among employees and Public
4. Lighting, Drinking water
5. Ventilation and protection from temperature and Overcrowding
6. Artificial Humidification
D. Employment of Women, Young Persons
1. Employment of Women- working time, change of shift
2. Prohibition – Young Children employment
3. Employment of Child Worker –Working Hours
• Not allowed to work more than 4.5 hours a day – No extension whatsoever
4. Certificate of Fitness- Child Worker
• Certificate valid for 12 Months issued by Certifying surgeon against application by candidate and employment proposal from Factory, Certifying Surgeon fee borne by Factory/Occupant
5. Certified Surgeons
Qualified Medical Practitioner- appointed by State Govt:
• Examination and certification of Young Persons
• Examination of persons engaged in factories in certain dangerous occupations / processes
• Exercising such medical supervision as may be prescribed for any factory / factories
6. Register of Child Worker
• A Factory Manager shall maintain A Register of Child Worker

1.Washing facilities, storing and drying clothing
2. Sitting facilities, First aid appliances
3. Canteens
4. Shelters, Rest rooms and Lunchrooms
5.Creches
6.Welfare Officers
F. Working Hours, Annual Leave
1. Working hours of adults, Register of adult workers
2.Weekly holidays, compensatory holidays
3. Shift Duty, Overtime and Double Employment
4. Annual Leave, Leave Carry Forward and Availing of leave
5. Wages during leave period
6. Advance Payment and Encashment of leave
