It was actually the YSR government in 2006 that issued G.O. Ms. No. 338, which restricted the holy area of Tirumala to just 27.5 sq. km, effectively limiting it to only TWO HILLS.
It was only after massive protests from devotees, Hindu organizations, and the TDP that the then government was forced to retract and issue new orders (G.O. 746 & 747) recognizing all seven hills.
