We know that Biting Jabs is the spammable of choice for stamplars, but why isn't Puncturing Sweep the spammable for magplars?

The answer is actually pretty simple: it has a cast time. Light Attacks for magicka DPS are pretty powerful, especially since they were buffed in Summerset. Since Puncturing Sweep has a cast time associated with it, we will get fewer Light Attacks using Puncturing Sweep than we would if we were using an instant cast spammable like Force Pulse or Elemental Weapon. This results in lower Light Attack DPS and fewer enchant procs.

A second reason is that it forces you to be within melee range. For some fights, this is fine. But for others, being able to be at range is an important flexibility. For example, Asylum and Cloudrest almost necessitates being able to fight at range, so using Puncturing Sweep would not be the best idea here.

While the total damage dealt from Puncturing Sweep is actually higher than that of Force Pulse or Elemental Weapon, and you get much better sustain with Puncturing Sweep, it usually isn't worth running it for the two reasons above. One place where it might be worth running would be to optimize on cleave damage, but even in that scenario, there are likely better options.
