"This is where the big problem lies. The garments owners do not want to come to this juncture because they know that the formation of a trade union would make them give proper wages. Many other issues would go towards the workers' advantage. It is now time that the owners obey this or else this sector will continue to be in a risky state. Those of us, involved as leaders of workers' forums, also have some responsibilities. We have to form a responsible and structured trade union."

11. SOUNDBITE: (Bangla) Nazma Akhter, President, Garment Workers Federation
"At Rana Plaza over 1,000 died and 2,000 more were injured. There was no trade union, in any of the five factories housed in the building, who could talk to the owners of the garment factories. So these factory owners ran their factories as they saw fit, leading to this disaster that killed people, affected the economy and ruined our nation's image at a global and domestic scale. So, there is no alternative to trade unions."

14. SOUNDBITE (Bangla): S M Mannan Kachi, Vice-president of BGMEA and Garment factory owner
"Since we have trade unions from the beginning in our labour laws, we welcome that this initiative has been re-declared at the cabinet meeting. But before the trade unions are formed, our worker brothers and sisters need to be made aware of trade unions. That is why we have formed a participation committee at every factory, through which we will teach our workers about trade unions. Before this, 145 factories had trade unions without such committees. But most of these have shut down. Only 80 are currently running."

STORYLINE
Garment workers and labour leaders in Bangladesh on Tuesday welcomed the government's decision to lift restrictions on forming unions in most industries, hoping the step will help in dealing with their concerns regarding safety, better wages and working conditions.
The decision came after the collapse of a garment factory building in April, that killed more than 1,100 workers in the worst tragedy in the history of the global garment industry.
On Monday, the Bangladeshi Cabinet approved an amendment to the old 2006 law that required workers to obtain permission before they could unionise.
The day before, the government set up a new minimum wage board that will issue recommendations to the Cabinet for pay raises for garment workers.
