After independence most of the Pakistani population was in East Pakistan. During election in 1970 Awami league- leading party of East Pakistan got the majority. The leader of Awami League Sheikh Mujibur Rehman wasn't invited to form the government. But at that time West Pakistanis considered Bengali muslims as degraded and considered them lower class people. So the leader of West Pakistan- Zulfikar Ali Bhutto didn't want to give the fate of West Pakistanis to the leader of East Pakistan.
They resented the domination of East Bengal by a West Pakistani bureaucracy and military dictatorship that showed scant regard for its development and welfare as a province of Pakistan. They resented the cultural chauvinism and domination of the province by West Pakistan, the imposition of Urdu and the colonial set up, despite accounting for a majority of the Pakistani population
.Pakistan showed disrespect for the basic rights of people of East Pakistan by denying their language rights. This decision in the infancy of the nation became a major grievance.
