Earlier this afternoon, former President Lee Teng-hui became the first Taiwanese politician to give a speech at the Japanese Diet. Lee spoke to a packed crowd where he expressed his hope that Taiwan could undertake a second round of democratic reforms, including a constitutional amendment to limit the power of the president. Former President Lee Teng-hui arrived at Japan''s Diet Members Office Building where he was greeted with a standing ovation. The 92-year-old former head of state has the honor of being Taiwan''s first democratically elected president. I believe it’s necessary for Taiwan to carry out a second round of democratic reform.Lee believes that last year’s student Sunflower Movement highlighted the fact that presidential power has overstepped its bounds and has caused a failure within the system. He’s advocating a new round of constitutional reform.Lee Teng-huiFormer President The current constitution of the ROC requires the president to be directly elected by the people, though the Constitution does not clearly define the president''s power. This is left up to the individual president. A democracy should have some self-control and set limits on the power of a democratically elected president.Lee has the distinction of becoming the first Taiwanese politician to give a speech to Japanese legislators, an event that was personally presided over by Nobuo Kishi, a younger brother of Japanese Prime Minister Shinzo Abe.
