Strongman Fujimori seeks another five years

Peruvians were voting on Sunday (9/4) to decide if President
Alberto Fujimori deserves another five years to implement his
free-market economic model and govern the country with his tough,
get-the-job-done leadership style. Fujimori's main rival was
former UN Secretary-General Javier Perez de Cuellar, who offered
an economic programme which would prioritise combatting poverty,
which affects more than half of Peru's 23 million people. The
campaign has largely been overshadowed by a border conflict with
Ecuador which broke out in late January. Fujimori, with military
backing, closed Congress in April 1992, saying he needed a strong
hand to crush the 15-year Maoist Shining Path insurgency and push
through economic reforms. Although the move brought strong
criticism from abroad, it was cheered by most Peruvians. He called
new congressional elections later in 1992 and the Congress
controlled by his party wrote a constitution allowing his
re-election. Fujimori has kept a high level of popular support by
curbing inflation and wearing down the Shining Path guerrillas
following the capture of their leader, Abimael Guzman, in
September 1992. The capture, along with more economic reforms,
helped attract foreign investment. After three years of recession,
Peru's economy grew nearly 20 percent in two years. But only 15
percent of the work force is adequately employed, 75 percent is
underemployed and 10 percent is jobless, according to official
figures. Perez de Cuellar, a self-described centrist, has pledged
to create two million jobs in five years by promoting agriculture
and spurring exports.
