ABOUT THE BLACK EYES: It's an au design by t.tazy on instagram! Basically, mostly organizations like NATO and the EU have designs with black eyes that represent a lack of culture or individuality! In America's case, it's not because he doesn't have culture, but rather since there are so many cultures mixed in, he doesn't have a specific one of his own which isn't a bad thing, simply uncommon!
