Transportation Secretary Sean Duffy outlined a new plan Tuesday to enforce President Donald Trump's English proficiency rules for commercial vehicle drivers. The announcement comes following a deadly crash in Florida earlier this month, involving a foreign truck driver. During a press conference, Duffy said three states are the biggest culprits: California, New Mexico and Washington. The Transportation Secretary said they have 30 days to get in line or risk losing money.

"To come into compliance with truck drivers speaking proficiently the English language or we're going to look at federal funding," said Duffy.

Duffy said a recent investigation into the deadly Florida crash revealed the states are failing to enforce Trump's executive order.

"This driver in Florida had received a CDL in Washington, California, and was pulled over in July for speeding," Duffy said.

According to the Transportation Department, California has done roughly 34,000 inspections that found at least one violation since the new rules took effect. But only one involving an English language violation resulted in the driver being taken out of service. In Washington, there were over 6,000 violations, with four drivers being pulled. In New Mexico, no drivers have been placed out of service.

"All three of these states are doing that. They're allowing people to be on the road that were taken off the road," said Jesse Elison, Chief Counsel for the Federal Motor Carrier Safety Administration.

Failure to comply will result in the states losing money from the Motor Carrier Safety Assistance Program. California could lose $33 million. Washington, $10.5 million, and New Mexico $7 million.

"This is about keeping people safe on the road. Your families. Your kids. Your spouses. Your loves ones. Your friends," said Duffy.

California Governor Gavin Newsom's press office slammed Duffy's comments on 'X.' Writing "this is rich," and the Trump administration is just trying to deflect responsibility for the Florida crash.
