Wisdom from experience! That is all we have.... and after several years of growing this tobacco (Nicotiana Rustica) I have found a few things to watch out for, and budworm is one of them!
Fear not though, it is EASY to grow after you get it sprouted, and does well in many climates (PDX area here) however, some types like Havana tobacco do take more care, and I have had a harder time getting them right up here above the 45th parallel.
