Minister Todd Urges Global Action on Poverty and Peacebuilding at UN Debate

UNITED NATIONS – Guyana’s Minister of Foreign Affairs and International Cooperation, Hugh Todd, has called for a global shift in how the international community addresses conflict, emphasizing that poverty and underdevelopment must be tackled as core drivers of instability.

Speaking during an open debate of the UN Security Council under the theme “Poverty, Underdevelopment, and Conflict: Implications for the Maintenance of International Peace and Security”, Minister Todd said the world must recognize the deep connection between peace and development.

“Peace and security cannot be divorced from development,” he stated. “Poverty and underdevelopment are common features across many of the situations of which the Security Council is seized.”

Todd urged the Security Council to adopt a development-focused lens when addressing conflict zones, particularly those in fragile and vulnerable states. He warned that prioritizing only political solutions in regions plagued by economic hardship would fail to produce comprehensive and sustainable peace.

“We now stand at a critical juncture where the links between peace, security, and development are clearer than ever,” Todd noted. “This demands bold, collective, and decisive action from the international community.”

The minister referenced findings from the 2025 World Social Report, which warned that escalating or newly emerging conflicts will continue to derail global progress toward poverty eradication and sustainable development.

In addition to long-term development planning, Todd emphasized the importance of strengthening national institutions, which he described as essential to effective peacebuilding and conflict resolution.
