Once a buyer decides to buy a property, the buyer and seller negotiate the terms and sign the property sales contract, also known as form F, which is required by the Dubai Land Department.

The seller will apply for liability letter from his bank, and once received, he will have to clear his mortgage. And if he doesn't have the funds, the buyer will clear his mortgage and both parties will go to the trustee office to block the property, (which is like pre-transfer of the property). The rest of the documents will remain the same, including the NOC from the developer. The blocking fees is paid by the buyer which is around AED 1,500, and after mortgage is cleared, bank will provide clearance letter and then both parties will once again go to the trustee office for the transfer of the property.

Once all is approved, the original title deed is issued and given to the buyer, along with keys and access cards for the property!
