Many fishing vessels enter and fish illegally across the Indonesian archipelago, hurting more than 7 million Indonesians who make their living from fishing. In response, Susi Pudjisastuti, Indonesian Maritime Affairs and Fisheries Minister from 2014 to 2019, embarked on an explosive campaign. She captured these illegal fishing vessels, arrested the crew, and blew up their ships in an extravagant show of force. Many Indonesians praise her as a hero and a defender of Indonesia’s sovereignty and fishing rights.

Since her term ended, China has increased its assertiveness in the South China Sea, adding security tensions to already tumultuous waters. How can Indonesia protect its fishing rights but maintain its relationship with China, a major economic investor in many Indonesian industries?
