Lancaster Police charge former officer with rape of 2 underage victims and attempted rape of another

Lancaster city and law enforcement officials on Friday announced that a former officer with the Lancaster Bureau of Police has been charged with the rape and sexual assault of two underage victims and the attempted rape and sexual assault of a third victim nearly three decades ago.

One of the alleged victims of former Lancaster Police Officer Andrew "Scott" Selby was raped by another man in December 1997, according to Lancaster Police Chief Richard Mendez. Selby was serving as the lead investigator in her case when he allegedly raped her just days later, Mendez said.

The man accused of raping Selby's first alleged victim, who was 16 years old at the time, is also under arrest, city officials said Friday.
