Yeah, there's a way to play this game on PC.
You can do it using two emulators together: VirtualBox and Genymotion

Download Genymotion here: http://www.genymotion.com/
And download VirtualBox here:http://www.virtualbox.org/

How to play:
Create an account on Genymotion's Website, and download the two softwares.
Start Genymotion (start with administrative privileges) and download an tablet system (mine is Galaxy Nexus 4.2.2 w/ Google Apps). Then click on "play" to start it on Genymotion.
But there is a bug, that change the Virtual Box ip's, and with this the emulator wont start. Go there ( https://cloud.genymotion.com/page/faq/ ) and you will find the sollution.

The game runs very smooth here ( i3 3220 3.3ghz, 4gb ram 1666 mhz, GT610 2gb) and only need a mid-end CPU and GPU with OpenGL suport.

You can play MLP online, like in you Mobile Device.
The mouse emulate "one finger", soo...you cannot zoom in-out (unless you have an touchscreen monitor)
