In other words, whether you are just starting a project/service (development) or at the end of a project life cycle (description) a TOC is a valid tool to help you determine the impact you have made, the experiences of your beneficiaries, and improvements that can be made going forward.
By using a TOC you can carefully plot your planned outcomes (what you want to see changed) by going through the process of asking the right questions as you build on your findings step by step.
The final output of your TOC will be able to show how the activities or planned activities will result in the impact and outcomes your organisation wants to achieve.

Your TOC becomes a useful document that everyone in your organisation should become familiar with and can be a useful resource for future conversations as well as development.

Who is it for?
Although the concept is mostly associated with and used by charitable organisations; in practice, TOC can be used by any enterprise that is delivering a service or even an individual who wants to think through their plans and actions.

Therefore, if your organisation delivers services or projects to beneficiaries and you desire to understand the impact you are having in their lives then you should use the TOC framework.
Also, some funding organisations in the UK are now requiring individuals to provide a TOC with their funding applications. Apart from the value, you gain as an organisation a TOC will enhance your ability to communicate your strengths and results to a funding body effectively.

Why is it needed?
Aside from funding organisations requiring the submission of a TOC, there are 3 additional reasons why you will find the process useful:

1. By going through the process, you will better focus on the group of people you are trying to reach and the problem you are trying to solve. TOC helps you to narrow your focus instead of trying to solve problems your organisation may be ill-equipped to deal with.

2. Reduces waste and improves efficiency: naturally when the word waste is mentioned we tend to think about food or energy waste; however, one major tragedy in many organisations is wasted time and other resources such as finances. As you journey through the TOC process you will be able to identify areas of slack and inefficiency. This will enable you to reassigned resources to better efficient uses.

What the Theory of Change Is NOT!
It is NOT just a diagram. I have noticed that many individuals teach TOC from the perspective of creating a diagram. This paradigm encourages people/teams to race towards the creating of an image as the end result of the TOC.

Of course, you can create a diagram at the end so as to communicate your work in a picture form but TOC is more about the process and the journey.

You can have a TOC without a diagram but you cannot have a successful TOC without a process!
