Just bored and decided to upload a video of this badass perk, Ranger Takedown, which can be obtained by winning Andy's Speech Check (30 Speech Req.). You can find Ranger Andy in Novac :D

I sometimes noticed the perk bugs and won't knockdown enemies, so I tried to close the game and then solved the problem.
