Terraria mods can't add Custom Secret Seeds, right? ─ Wait, can they?

Everyone seems to be enjoying Terraria 1.4.4's new secret seeds. Also known as Special seeds and hidden seeds or whatever, it greatly alters the landscape of the world, and also it changes certain mechanics of the game. It's one of the greatest invention ever in Terraria! There are 8 of them, including the famous Zenith seed introduced in Labor of Love, there are lot to explore... But what if that's not enough? After all, they said 1.4.4 would be the last update for Terraria. "would be". We can either wait until the anniversary of the game to see if they add a new one, or... let other create their own custom seeds for other to enjoy..? What?
