Mumbai Coastal Road is an under construction 8-lane, 29.2-km long expressway that will connect Marine Lines in the south to Kandivali in the north. It will reduce travel time from 2 hours to 40 minutes and ease traffic congestion along the west coast of Mumbai.

The project was first proposed in 1962 by Wilbur Smith and Associates, but was not implemented due to various reasons. It was revived in 2011 by then CM Prithviraj Chavan, who appointed a Joint Technical Committee to study the feasibility of building a coastal freeway.

The project is estimated to cost ₹13,060 crore (US$1.6 billion) and will consist of roads built on reclaimed land as well as stilts, bridges and tunnels. It will also include 125 acres of gardens on reclaimed land with underground parking facilities for over 1,850 cars.

The project has faced several challenges and delays due to environmental concerns, court cases and the pandemic. It was stayed by the Bombay High Court in 2019 on the grounds that it violated the Coastal Regulation Zone (CRZ) norms and did not have proper clearances.

The stay was lifted by the Supreme Court in December 2019, allowing the BMC to resume work on the project. However, the SC also directed the BMC to obtain all necessary permissions from the authorities and conduct a proper environmental impact assessment (EIA) before proceeding further.

The project has been divided into two phases: Phase I from Princess Street flyover to the Worli end of the Bandra-Worli Sea Link (BWSL), and Phase II from BWSL to Kandivali. Phase I is expected to be completed by November 2023, while Phase II is still in the planning stage.

One of the key features of Phase I is a 2.1-km tunnel under Malabar Hill, which will be the first-of-its-kind under-sea corridor in India. The tunnel will have a diameter of 40 feet and will connect Marine Drive to Malabar Hill, bypassing the congested areas of Pedder Road and Kemps Corner.

Another key feature of Phase I is a 3.4-km bridge over the Arabian Sea, which will link Haji Ali and Worli. The bridge will have a cable-stayed design with two towers of 100 metres height each and a span of 150 metres between them. It will also have a viewing gallery for tourists.

Phase II of the project will extend from BWSL to Kandivali via Bandra, Juhu, Versova, Malad and Marve. It will have interchanges at three locations: Bandra, Juhu and Versova. It will also have a tunnel under Juhu airport and a bridge over Versova creek.

The Mumbai Coastal Road project promises to reshape the city, enhance mobility, and spur job growth and tourism. Yet, it draws concern from environmentalists, activists, and citizens due to potential harm to ecology, heritage, and coastal communities' livelihoods.
