The final session of day 2 of the International Conference on Gender Inclusion in NHRIs comprised the Panel Discussion on ‘The Role of NHRIs in Promoting Intersectionality in Asia Pacific Region’ chaired by Dr. Ram Krishna Timalsena, Former Chairperson, National Inclusion Commission of Nepal and was moderated by Ms. Saloni Pradhan Singh, Former Member of National Planning Commission of Nepal.
The Panelist included:
i. Prof. Geeta Pathak, Faculty, Kathmandu School of Law
ii. Mr. Tek Tamata, Portfolio Manager, UNDP Nepal
iii. Ms. Ashwini K.P., Special Rapporteur on Contemporary Forms of Racism
iv. Ms. Jesmin Sultana, Assistant Director, National Human Rights Commission, Bangladesh
The objective of this discussion is to understand the relevance of intersectionality in the Asia Pacific and recognize the diversity in its communities.
Discussion topics include:
i. Integrating intersectionality within NHRIs in the Asia Pacific region
ii. Scope/Mandates of NHRIs in addressing intersectional discrimination
iii. Policy and legislative intervention and challenges faced by NHRIs.
Keynote: The panel discussion was all about the need for NHRIs to tackle issues from an intersectional lens, particularly giving voice to those at the intersection of the compounding identities of caste, gender, ethnicity, class, and indigeneity. They concurred that collaborative consultation and meaningful representation were cornerstones for developing an intersectional approach to address the marginalization of women. Similarly, the importance of intentionally engaging with the various UN mechanisms in domesticating international human rights obligations and standards was emphasized especially in the context of uncooperative governments in the Asia Pacific region.
