If the judicial inquiry into Melbourne's hotel quarantine regime fails to identify what went wrong, it would be doing a disservice to all Victorians, according to the state's Bar President Matt Collins.

Victoria’s inquiry into the state’s failed hotel quarantine system commenced on Monday.

The inquiry will be public and all staff, ministers and security guards involved will be called to testify, but unlike a royal commission they will not be forced to answer all questions if they fear they could incriminate themselves.

The inquiry will also not have the power to issue search warrants or seize documents.

“What you want is to be assured that people are cooperating fully, providing all of the relevant documents, and giving totally honest evidence for fear of the consequences of not doing so,” Mr Collins told Sky News.
