This tutorial will walk you through the steps on how to make this mermaid tail and I link that to tutorial for the mermaid crown below. I made a simple version of the crown and only needed a handful of shells and some pearl trim. The total for the tail was about $5 and the remaining accessories added up to about $5. I used a woman's bathing suit top from the clearance section of Target but any plain tank top would also work.
