I checked the dictionary, and it says when it means something about an explosion, then it should be pronounced in the fourth tone (ㄓㄚˋ/zha4). But when it talks about a way of cooking, then it should be pronounced in the second tone (ㄓㄚˊ/zha2)
However, I've heard ㄓㄚˋ/zha4 more often when pronouncing 炸花枝, 炸雞in real life. We don't always follow the dictionary, cause language is alive😀
