How to MINMAX DD Inquisitor for endgame - Leaguestarter build update [PoE 3.13]

Ziz has been playing the same DD build for most of his time during league start, and has many more details ironed out to optimize this character for bossing and for clear speed.
This build turned out to be way better than expected, the tankiness is super high and the damage is off the charts.
