Generally speaking, a housing crisis may occur anywhere affordable housing becomes extremely scarce. The housing crisis may more specifically refer to Homelessness in the United States. The subprime mortgage crisis, mainly in the United States.

And, it includes one of the largest investments in down payment assistance in history, enabling hundreds of thousands of first-generation homebuyers to purchase their first home and build wealth. This legislation will create more equitable communities, through investing in community-led redevelopments projects in historically under-resourced neighborhoods and removing lead paint from hundreds of thousands of homes, as well as by incentivizing state and local zoning reforms that enable more families to reside in higher opportunity neighborhoods.

Only 37 affordable and available rental homes exist for every 100 extremely low-income renter households. Extremely low-income renters face a shortage in every state and major metropolitan area, including the District of Columbia. Among states, the supply of affordable and available rental homes ranges from only 20 for every 100 extremely low-income renter households in Nevada to 61 in Mississippi and Wyoming. Among the 50 largest metropolitan areas in the U.S, the supply ranges from 16 affordable and available rental homes for every 100 extremely low-income renter households in Las Vegas, NV to 50 in Providence, RI.

How does the government define affordable housing?
The federal Department of Housing and Urban Development (HUD) defines an "affordable dwelling" as one that a household can obtain for 30 percent or less of its income. But this varies from city to city.

What's wrong with the official definition of affordable housing?
One problem is that many families try to reduce their housing costs by moving further away from job centers. But this simply increases their transportation costs — so a simple "affordable housing" metric might not capture the whole story. The Center for Neighborhood Technology offers a more holistic H+T Affordability Index that considers both housing and commuting costs.
