"The main theme of our talks has been to discuss US ideas about a new concept of deterrence. Ideas that were outlined in President Bush's speech on May 1st. It reflects our view that the world has changed in fundamental ways since the ABM (Anti-Ballistic Missile) Treaty was negotiated in 1972 - in two important ways in particular. One of them extremely positive - that Russia is no longer an enemy. But the other one that causes some concern - that we face new threats of proliferation of weapons of mass destruction and ballistic missiles."

"We're certainly not trying to throw arms control aside. I mean let's take the very important subject of non-proliferation which we've indicated is one of the three pieces of this overall framework. We believe the non-proliferation regime has had major successes and those successes should be preserved, if anything, to be strengthened. At the same time I think anyone would have to acknowledge that there are countries that are operating well outside that regime and they are presenting problems and threats to everyone."

STORYLINE:
Senior United States government officials arrived in Paris on Wednesday to brief French President Jacques Chirac on Washington's plans to build a missile defense system.
After the meeting, the delegation held a press conference at the U-S Embassy in Paris.
Deputy Secretary of Defence Paul Wolfowitz said the main theme of the talks was the new U-S concept of deterrence, outlined by President George W Bush in a speech earlier this month.
Wolfowitz said the U-S no longer sees Russia as an enemy, but it was concerned about new threats from nations willing and able to threaten global security with long-range missiles of mass destruction.
Washington is proposing a mix of land and sea-based rockets and airborne laser weapons to shoot down missiles from such countries as Iraq and North Korea.
American officials acknowledge the project will violate the 1972 Anti-Ballistic Missile Treaty between the U-S and the Soviet Union, but the White House considers the treaty to be outdated.
The delegation later left for Berlin where they will brief German officials on the plan.
