There are mainly some reasons when you cannot shrink C drive such as,
Dump Files:
A Kernel Memory Dump contains all the memory in use by the kernel at the time of the crash. This kind of dump file is significantly smaller than the Complete Memory Dump. Typically, the dump file will be around one-third the size of the physical memory on the system.

System protection:
System Protection is a feature that helps protect your system and personal files. It takes snapshots, called Restore Points of your files. You can then later restore these files if a virus, person, or anything else deletes or damages them.

System files:
A system file in computers is a critical computer file without which a computer system may not operate correctly. These files may come as part of the operating system, a third-party device driver or other sources.

Hibernation:
Hibernation is different from Sleep Mode; Hibernation Mode goes one step further. Instead of saving your session in RAM (which will be lost without power supply), hibernation saves it to hard drive then shuts down the desktop.

Paging file:
A paging file is a hidden, optional system storage file on a hard disk. Only one is installed on each hard disk, although more can be added. The paging file can support system crashes and expand the amount of system-committed memory, or virtual memory, that a system can back.

So, to be able to shrink C drive, the best and harmless method is to disable the paging file temporarily and after you shrink C drive, then you have to turn back the paging file on.

How to disable the Paging file?
• Go to properties of This PC
• Click on the Advance Tap
• Under Performance, click on settings
• Under virtual memory, click on change
• Untick the automatically manage paging file size….
• Select C drive you aim to disable its paging file
• Now, at the bottom, you will see the option which says, “No Paging File”, put a checkmark on it
• Now check if you can shrink the C drive
• If you see the paging file is still there, refresh the Disk Management window page or reopen Disk Management window page or restart your pc.
• Now you should be able to shrink the C drive.
• If you see the paging file is still there, you might have not turned off the paging file correctly, just go back and do it again and follow.
