Automatic Boost to Communities Act (House Bill).
The ABC Act (The Automatic Boost to the Communities Act) would create an Interim BOOST Debit Card. The debit card would be funded with $2,000 per month for at least 12 months (possibly more) PLUS $1,000 per month for 12 months there after (after the designated Payment Period). In other words:

$2,000 per month, per person REGARDLESS of income or legal status would be automatically deposited onto the debit card every month. There would also be no restriction on whether you were claimed as a dependent or filed taxes. It would apply to everyone within the United States for the 3 months prior to December 31, 2019.

Direct deposit would also be an option. To get the debit card, you would receive it in the mail OR could pick up the card at Card-Distribution Centers.

The ABC Act would also establish a web portal and phone-call-in system.

So, if this bill were passed by the House, the Senate, and signed by the President in May 2020, we would see:

$2,000 per month starting June 1, 2020: for 12 months OR MORE (depending on certain restrictions like when the National Emergency ends or when unemployment reaches a certain threshold). Then, for one year AFTER the end of the “payment period,” everyone would receive an additional $1,000 per month.

The bill suggests paying for the Automatic Boost to the Communities Act by minting $1 trillion worth of coins (minting coins). Aka, printing money (though there is a material cost associated with this).

The ABC Act is the third-most popular new stimulus plan in the House, led by the EMPA and Rent & Mortgage Cancellation Act.
