Gottfried (or Godfrey) Finger was a Moravian composer of mainly flute music, working in London around 1700. There are two similarly-titled but unrelated pieces of his in Walsh's "Division Flute" -- this one, and the better-known "A Division On A Ground by Mr Finger".

This piece was previously published by Finger in his Op. 3, a collection of 10 recorder sonatas, where it forms the tenth sonata, titled "Ciacona" or chaconne. Indeed, it is in the form of a Baroque chaconne, with a short 4-bar repeating ground bass, descending in steps from the dominant to the tonic.

The original piece is in F major. For my mandolin arrangement I have transposed this down to C major to make it more easily playable in the range of the mandolin. I'm playing the ground bass on bouzouki, fleshed out into a descending chord sequence F-Em-Dm-C.
