All mention of hyperarmour, superarmour, or poise will be referred to just as "armour", for simplicity's sake.

Basically I have a set with 0 toughness weighing nearly nothing, another with overwhelming 473 toughness at C agility. Any action that exhibit difference in stagger resistance between these two sets is firstly subjected to a toughness threshold test, then an agility threshold test if necessary. Obviously I didn't test all possible actions, but what I did, I pieced together the following:

Hyper armour works on an almost case by case basis.
Some actions have armour by default.
Some actions cannot gain armour naturally.
Some actions gain armour at toughness A.
Some actions gain armour at agility C, regardless of actual equipment weight.
Armour if attainable, is due to either toughness or agility, but not both.
Armour does not necessarily perpetuate the entire duration of the attack animation.
Ultimate Stamina does not affect stagger resistance.

Part 1: Normal attacks. [00:03]
This category include quick, strong, dodge and dash attacks. Few have armour by default. Most, likely all, can gain armour. Weapons gain armour from toughness, while bare-hand gets armour from agility.

Part 2: Active skills. [00:55]
These are relatively more diverse when it comes to which criteria confers armour. Some can't even gain armour naturally (via toughness or agility).

Part 3: Other actions. [02:13]
Very few Onmyo and Ninjutsu have armour on their own, most do not. Ranged weapons have no armour by default. None in this category seem to gain armour naturally. Yokai abilities and Yokai Shift are not covered as they are universally resistant to stagger.

Part 4: Stalwart. [02:50]
There isn't a list of this kinda thing anywhere, so let's hope I didn't leave any out. For the most part, they work as advertised.

Part 5: Loadouts used (excluding the stalwart section). [04:04]
Included for reference, most are freshly forged with no toughness affix. Something I can't fit into the video nicely is that Benkei's pieces grant 20 toughness from its set bonus.

Anyhow...

Kindly note that this is merely an observation. There may or may not be actions that have armour absolutely, or attacks that can stagger absolutely. There are many factors to rule out that it might just be easier to mod the PC version to show these info instead.
