in this particular case, this small modulator reduced the carrier from 3.5~4 watts to 2.5 watts and then increased to pep power to over 20 watts as opposed to the 11~ watts stock pep, and it still has clean modulation.

FYI there are many amp builders out there building big amps that are actually modulators, this can be good if you like to talk AM only and your radio doesn't already have a ton of modulation, but if you like sideband, just because they add a sideband delay switch to the front of the box doesn't mean it is going to sound good on sideband. Also if your radio already has a ton of modulation and you add that to a big modulator/amp, ur gonna sound like poopoo
