In July 2024, the Supreme Court delivered a watershed judgment that the 774 local government councils in Nigeria were affirmed as the third tier of government, and ordered to receive their allocations directly from the Federation Account  bypassing state governments.

The Court also upheld that state governors can no longer arbitrarily dissolve democratically elected local government Chairmen and replace them with caretaker committees.

The goal is to strengthen grassroots democracy, improve governance and accountability at the local level.

In this special report ADBN Delta State Correspondent Charles Kosipre takes a look at One year and some months after with  Delta State as case study, how are the local government areas faring  with improved recognition and democratically elected Chairmen? How is service delivery, and Accountability at the local Government level?
