नेपाल विद्युत प्राधिकरणका प्रबन्ध निर्देशक कुलमान घिसिङले डेडिकेटेट तथा ट्रंक लाइनको सुविधा प्रयोग गरेका उद्योगीको वक्यौता मिनाहा गर्न नसकिने दोहोर्‍याउनुभएको छ । लोडसेडिङको अवधिमा उद्योगीले प्रयोग गरेको सुविधा र महसुल विवाद सुल्झाउन सरकारले गठन गरेको गिरिशचन्द्र लाल नेतृत्वको आयोगले दिएका सुझाव जस्ताको तस्तै कार्यान्वयन गर्न नसकिने घिसिङले बताउनुभएको हो । कान्तिपुर टेलिभिजनको साप्ताहिक कार्यक्रम फायरसाइडमा कुरा गर्दै घिसिङले घन्टा घन्टाको बिल दिने नियम नरहेकाले ती सुझाव कार्यान्वयन गर्नु कानुनसम्मत नहुने तर्क गर्नुभयो ।
घिसिङले आफ्ना विरुद्धमा अख्तियार दुरुपयोग अनुसन्धान आयोगमा परेका उजुरी पनि निराधार रहेको बताउनुभयो । आयोजनाले विद्युत प्राधिकरणसँग विद्युत खरिद सम्झौता गर्नुपूर्व विद्युत नियमन आयोगबाट स्वीकृति लिनुपर्नेमा २०७५ सालमा आयोगको स्वीकृति बिना नै विद्युत खरिद सम्झौता गरेकाले राजस्व गुमेको आरोपको पनि उहाँले खण्डन गर्नुभयो । आगामी वर्षसम्म देशका सबै स्थानमा बिजुली पुर्‍याउने लक्ष्य राखेको प्राधिकरणको ध्यान अब गुणस्तरीय विद्युत प्रवाह र प्रसारण लाइन विस्तारमा रहने जानकारी घिसिङले दिनुभयो । फायरसाइडमा पत्रकार रुपेश श्रेष्ठले घिसिङलाई आफ्नो लोकप्रियता र राजनीतिक संरक्षणको आडमा उद्योगीमाथि दबाब सिर्जना गरेको आरोप, प्रधानमन्त्री केपी ओलीसँगको सम्बन्ध, विद्युत प्राधिरकणका आगामी योजना लगायतका विषयमा प्रश्न गरेका छन् ।
Kulman Ghising, Managing Director of the Nepal Electricity Authority, has reiterated that he cannot waive the dues of industries that have used dedicated and trunk line facilities. Ghising stated that the suggestions made by the Girish Chandra Lal-led commission formed by the government to resolve the dispute over the facilities used by industries during the load shedding period and the corresponding charges cannot be implemented as is. Speaking on Kantipur Television's weekly program 'Fireside', Ghising argued that implementing these suggestions would not be legal as there is no rule to issue bills on an hourly basis.
Ghising also stated that the complaints filed against him with the Commission for the Investigation of Abuse of Authority are baseless. He refuted the allegations that the revenue was lost because the projects had signed power purchase agreements with the NEA without the approval of the Electricity Regulatory Commission in 2075, even though they were required to obtain approval from the commission before signing such agreements. Ghising informed that the NEA, which has set a target of providing electricity to all parts of the country by next year, will now focus on providing quality electricity and expanding the transmission line.
