ADB’s new procurement reforms framework approved in April 2017 will reduce processing times and improve the quality of procurement decisions. The framework marks a transition from a “one size fits all” to a “fit for purpose” approach to procurement. Jeff Taylor, Director of Procurement in ADB’s Portfolio and Financial Management Department, discusses ADB’s transition to the new policy.

The procurement framework will be applied to contracts awarded under ADB projects and will help achieve value for money by focusing on (i) improved quality, (ii) reduced overall time, and (iii) better procurement delivery systems under a principles-based and a risk-based approach. Quality and value for money permit the introduction of customized procurement methods as well as support for high-level technologies.

Once the reforms are mainstreamed, ADB-financed projects will be implemented faster and ADB teams will be able to design higher-quality projects with increased procurement readiness. The new policy will facilitate greater engagement by ADB in building procurement capacities in ADB's developing members. Greater ability to apply the alternative procurement arrangements of lead development partners will facilitate cofinancing opportunities resulting in lower transaction costs for ADB's developing members. The framework will provide fiduciary comfort throughout the project cycle in a timely and cost effective manner.
