This video shows all base-game playable vehicles from the PC version of "Need for Speed: High Stakes".

There are 16 cars obtainable in Career mode. 11 of them can be upgraded and 5 can't.
There are 6 Hot Pursuit police cars player can choose to drive (4 with 4 different paintjobs and 2 with just 1) and 4 police vehicles only available as part of your police team on specific maps.
There is also a playable semi-truck called Knockout, which is only available in Split-Screen Knockout. Basically, if 1 of the players gets eliminated, they get to play as the Knockout semi-truck during the rest of the races.
