Back in 2019, the Consumer Protection Guide was created to help consumers who are considering solar. The California Public Utilities Commission (CPUC) made this 24 page form mandatory to sign prior to anyone being able to sign a solar home improvement contract.

The form does protect consumers from false statements. It helps guide the consumer on good practices like helping them recognize legitimate dealers.

A MAJOR flaw on this 24 page agreement suggests the consumer should not expect rate increases greater than 4% per year. This is contrary from the actual historic rate increases which has averaged over 7% per year since 2008.
