Though most Pokémon from the previous four generations can only be transferred to Black and White through the Poké Transfer (which cannot be accessed until after the main story mode is completed), there are a few Pokémon that can be transferred much earlier, namely the Celebi and shiny Crown Beasts Raikou, Entei, and Suicune for the Zorua and Zoroark Events, respectively.

In order to unlock the option to transfer the event-unlocking Pokémon over to Black and White from a Generation IV game, you must first see a scientist in Castelia City on the 11th floor of the left building nearest to the Route 4 gate. When you talk to him, he will ask you for a two-word code (EVERYONE HAPPY), followed by a second two-word code (SIMPLE CONNECTION). Once you have given him both codes, he will enable the Relocator on the main menu (the "continue screen") after the title screen.

The Relocator can be used any time after it is activated, but it requires two Nintendo DSs: One DS having the Generation IV game with the needed Pokémon to transfer and the other DS containing Black or White Version. Once you have both DSs ready, click the "Relocator" option on the Black or White menu screen, follow the prompts, and you will transfer your event-unlocking Pokémon.

NOTE: The Relocator will also work for an item called the Lock Capsule, which has not yet been released to the public. You will be able to transfer the Lock Capsule to Black or White from a Generation IV game just as you can with the event-unlocking Pokémon. After receiving the Lock Capsule in Black or White, talk to the clown that was in the same room as the scientist for him to unlock the capsule and give you TM95, Snarl.
