Once you have defeated Dargrul and turned in the quest "Neltharion's Lair," accept this quest from The Hammer of Khaz'goroth. Return to Dalaran and go through the portal in the center of town to reach the Portrait Room. The Hammer can be turned in on the northwestern side of the circular room at the bottom of the steps.
