"Three weeks into a tenuous ceasefire between Israel and Hamas the number of tents and mobile homes entering the territory is falling far short of the stipulations of the deal and that's now a source of tension between the two parties that threatens to topple the ceasefire agreement. Hamas has threatened to delay the hostage release scheduled for Saturday until Israel ramps up the delivery of tents and mobile homes into Gaza. Prime Minister Benjamin Netanyahu of Israel, says Israel will resume the war in Gaza if Hamas doesn't release the hostages as planned. So, what does the ceasefire deal actually say about shelter aid? It says that Israel must allow 200,000 tents and 60,000 mobile homes into Gaza before the end of phase one which is in about three weeks. An aid worker, with knowledge of what's going on on the ground, put the estimate of the number of tents that have entered Gaza so far between 25,000 and 50,000. Both that aid worker and a U.S. official said that no mobile homes have yet been able to enter Gaza. There are many reasons why the delivery of shelter aid has posed a particular challenge but one is that during the first few weeks of the ceasefire the main priority was really getting food and water into Gaza where the UN cautioned that much of the population was on the brink of famine. Another reason is that Israeli inspection regulations of aid entering Gaza has posed a real challenge to getting, especially those mobile homes in. And this is all as the situation in Gaza is growing increasingly desperate, winter is in full swing and people are living in the burnt out husks of their old homes, living in rubble, migrating north only to find that their homes have been destroyed. There's some hope that the issue will be resolved in the coming days as mediators push forward to try to bridge the differences between Israel and Hamas on this provision of shelter aid.

STORYLINE:
Egyptian and Qatari mediators were working to salvage the ceasefire deal between Israel and Hamas on Wednesday, according to Egypt’s state-run Al-Qahera News TV, which is close to the country's security agencies.

Three weeks into the ceasefire between Israel and Hamas, the number of tents and temporary homes entering Gaza risks falling short of the goals set for the deal's first phase.

The looming deficit sits at the heart of a dispute between Israel and Hamas that could topple the tenuous truce.

Hamas said it would delay the scheduled release of three hostages on Saturday if Israel did not ramp up delivery of tents, pre-fabricated homes and heavy machinery into the devastated territory, where the majority of people are displaced and many live beside the rubble of blasted-out buildings.
