So, after fiddling about a lot: It happens, when the story mission locks your fast traveling capabilities, but you manually GRAV drive to a settled system and the police arrests you. you afterwards cannot travel anywhere anymore. Only solution is to strictly follow the story content until fast travel is unlocked again.

I will report it as a bug to Bethsoft.
