In the civil war, they were murderers and criminals. Now they're thieves. They want to pass capital controls, but they should have done that before they stole $13 billion, before the Oct. 17 revolution (referring to nationwide protests that erupted in October 2019)."

LEADIN:
Lebanese demonstrators gathered in Beirut to protest the capital controls draft law which they fear will further limit their access to their savings in the bank.
They gathered outside the parliament and some angry protesters banged on the metal door shutters of banks.
STORYLINE:
Dozens of protesters gathered near Lebanon's parliament to protest a capital controls draft law they said would further restrict their trapped savings in the banks.
Among the protesters was Bassam al-Sheikh Hussein, who made international headlines after taking hostages at his bank while demanding funds from his locked savings account.
"I call on all the revolutionaries to come to the street in large numbers, so we don't lose the money they want to steal," he said.
Lebanon's cash-strapped banks since 2019 have imposed strict limits on withdrawals of foreign currency, tying up the savings of millions of people.
"We will have to stop this draft law by force, and we will have to return all the money by force," Hussein added.
Protesters held banners and placards, chanted slogans against Lebanon's commercial banks, government, and Central Bank Governor Riad Salameh.
Some protesters tried to break into two bank branches.
Some angry demonstrators sprayed paint on the facade of a bank while others banged on metal shutters surrounding the bank.
Over the past three years, Lebanon's economy has been spiraling in what the World Bank has said is one of the world's worst financial crises in over a century.
About three-quarters of the population have slipped into poverty, as the small Mediterranean country's economy continues to spiral.
The International Monetary Fund and international community for years have urged Lebanon to reform and restructure its corrupt economy, including by passing a capital controls law.
"They are the cause of the problems in Lebanon," Malaeb said, speaking at the protest.
