Things you need to know:
Ursula told Ariel that if she didn't get Jim to love her back, she would slowly fade away.
Eric was there because he has to oversee the inhabitants of his castle and make sure their intentions are good. (Jim was there because he's allowed to be there. ^^)
When Ariel was rushing down the stairs, she heard someone offering to Jim to join a journey. A journey that will most likely be very long. Sarah is reluctant to let him go, but he tells his mother that it's for her. But even so, Ariel is heartbroken because he has to leave that very day.
When Scuttle appears, he tells her that Jim does love her back, he overheard it from -various sources-.
Jim felt guilty upon seeing Ariel cry and he knew that it was because of his departure. He takes out his negative emotions on Silver, who does not react negatively because he understands what he is feeling at that moment, and he tells him that there was still hope. There was a very big chance that she loved him too. (As if it weren't so painfully obvious.)

And the rest is history. :D
