A reusable menstrual pad is generally constructed with these 3 layers (Topper, Core & Backing) with the option to add a waterproof layer between the Core & Backing. Each layer has its own purpose and these are some fabric suggestions

Topper: Cotton flannel, Cotton jersey, Bamboo / cotton zorb, etc
Core: Zorb, Microfiber, Cotton terry
Backing: Microfleece, Fleece, Velour, Woven Cotton
