Was Sly Cooper: Thieves in Time Really That Bad?

To finish off this year, the Sly Cooper Marathon is finally coming to an end. Between the four games, Sly 4 is the only one that nobody in the fanbase can have a consensus on it. Some people love it and other people hate. Is Sly Cooper: Thieves in Time truly a terrible game or is there a great game underneath?
