This is a folk song originally written and performed by Canadian singer-songwriter David Mallett and made popular by Liam Clancy and the Dubliners.

The song tells the tale of a fiddler who arrives in a small coastal town on Prince Edward Island bringing with him his beloved reel. An underlying theme of the song is the power to bring people together.
