The "Build" is basically called the "Permanent Over-encumbrance Build" (or some wording of this - sometimes people jokingly call it the "Carry Everything" build).
This idea focus on a few select Perks, and Equipment options, and totally transforms the way you enjoy Fallout-4 (and it's hard to imagine going back to some of the earlier classics, in the series, after you've tried this out !).
The major Perk that makes this all work is Strong Back - (Needs 6 Strength to unlock). Specifically, you want the Level-3 version- which lets you burn up Action Points to move / jog "normally" (the only thing you can't do is the all-out Sprint), even when you are Over Encumbered / carrying too much Weight. The 4th level is also very helpful, as it allows Fast Travel even when overloaded - meaning you can easily leap around the map to drop off your gear, or respond to settlement attacks, or whatever. (I realize this part doesn't actually work in the new Survival Mode, but the Level-3 part still does, and is technically the main "draw" to the build anyways).
Now..a secondary perk that supports this is Moving Target. Specifically, you want the Level-3 version (final rank) that makes it so you can "Sprint" at only 50% of the AP cost it normally would take. However, there is something "hidden" about this that works perfectly with Strong Back-3... The game "counts" your "moving normally while Over Burdened" speed - AS - "Sprinting" in the game code - since you are using up AP to move around. The game thinks "oh, normally the only thing that burns AP is the Sprint Feature - when moving - so the player must be Sprinting right now !" - and it applies the Moving Target bonuses to normal "jog / walk" movement !
(on top of the 50% slower AP drain, you also get the handy benefit of +50 Ballistic and Energy Resistance, if you are damaged by enemy fire / melee / etc - while "jog / walking")

Now, the final aspect of the Carry Everything build comes down to Equipment. The main things you'll want to snag is the Destroyers Right Leg - from Daisy in Vault-81, and the Black Ops Right Shinguard, from the trader Deb - at Bunker HIll. Both of these items add the "Sprinters" legendary effect- +10% faster movement speed. Together, they give a flat +20% faster movement ! This makes you able to zip around the Commonwealth, even while carrying 1000's of Pounds of Weight, and you barely feel the lack of the "true Sprint".
Additional items which are helpful, but not necessarily required, are anything that "Increases Action Point Refresh Speed" - like the Commando Chest Piece from the Prydwen Captain / Quest Reward (I think) - but any random legendary drop that has this, would be fine.
With everything combined (and I admit it takes a while to see the full power of this - something around Level 20 (to get Rank-3 of Strong Back), and all the way to Level 44 to snag Moving Target-3).....you become a Unbound Pack Rat of Legend !! You have the pure freedom to pick up EVERYTHING you come across (if you want) - every Desk Fan, every Extinguisher, every Coffee Mug, or Globe ....let alone being able to more or less fully Loot every single fallen enemy ! That Gunner you just blasted carrying some Sturdy Combat Armor ? Well - no worries ... pick up the Chest Piece, both Arm guards, the Heavy Leg Armor, and his Plasma Gun, and continue on your merry way ! Do this for the other 5 Gunners around him. BOOM. It's that easy... you get so many caps, just from selling armor / weapons you don't need - that you become independently wealthy, without even counting the fun we all can have with Purified Water generators ;-)
